Navigator, Western SD Community Action
Hailing from Rapid City, Joe Castle has served as a Navigator since 2015. When Joe isn’t fishing or hiking
with his Newfoundland dog, Joe is devoted to administering the community development department at
Western SD Community Action (WSDCA). In addition to overseeing the agency’s Affordable Care Act
navigator program, he oversees the Senior Health Information & Insurance Information (SHIINE) and
Volunteer Income Tax Assistance (VITA) programs.
Prior to joining WSDCA in 2014, Joe administered a range of federally funded programs in South Dakota,
Vermont, New Hampshire, and Indiana in the areas of national service, homelessness prevention, and
county, state, and federal prisoner reentry. After launching his career in 1990 with a brief two-year stint
as a licensed health insurance agent serving farmers and ranchers, Joe has come full circle, back to his
roots in South Dakota and health insurance.
