2025 Open Enrollment South Dakota Toolkit

More than 54,000 South Dakotans enrolled in Marketplace insurance coverage for the 2025 plan year. To encourage another successful year, this Open Enrollment Toolkit provides health centers with comprehensive resources to help patients navigate the annual health insurance enrollment period for plan year 2026. It includes social media graphics and copy for use before and during open enrollment, sample outreach text messages to connect with patients, talking points for staff to guide conversations, and a patient handout on the Health Insurance Marketplace, detailing what individuals need to know for this year’s enrollment. 

Encouraging health center staff to actively connect patients with trained Navigators and certified application counselors (CACs) is critical because they can simplify the (often complex) enrollment process, ensure patients understand their options, and help them select the most affordable plan that meets their needs. By equipping staff with these resources and emphasizing the value of navigator and certified application counselor support, health centers can increase patient access to coverage, reduce stress and confusion, and promote better health outcomes for their communities.

1. What the Health Insurance Marketplace Is 

  • The Health Insurance Marketplace (also called “the Exchange”) is an official, online resource where people can shop for and enroll in affordable health insurance plans. 
  • The only official site for the Marketplace is HealthCare.gov—applying through unofficial sites may lead to errors or scams. 
  • Marketplace plans cover essential health benefits like preventive care, prescriptions, hospital stays, and more.

2. Who Can Use It

  • Anyone who needs health coverage can apply. 
  • People with certain income levels may qualify for reduced premiums and out-of-pocket costs. 
  • Even if you have coverage now, it’s important to update your information and review plans and savings you’re eligible for. 

3. How It’s Changing

  • Verification Requirements: Proof of income, household size, and sometimes identities are required for enrollment and continued coverage. 
  • Plan Changes: Plan options and prices can change each year, so it’s important to log in, update your information, and compare plans. 
  • Savings Updates: Premium tax credit amounts are updated annually and may change based on income and household information.

A Navigator can help you look at plans and see if you qualify for savings. Would you like me to share their info?” 

3. Patient Not Eligible for the Sliding Fee Scale

Staff: “I understand you don’t qualify for our sliding fee discount. The Marketplace is another option that might work for you—it offers different plans, and many people qualify for premium tax credits that reduce your costs based on income. We can connect you with a Navigator/CAC who can check what savings you may be eligible for. Would you like to set up a time to talk with them?” 

 

Tips for Bringing It Up Naturally 

  • At check-in: “Before we get started, I just want to check if you have health insurance or if you’d like info about coverage options?” 
  • When patients express worry about costs: “I hear your concern. There may be affordable coverage options through the Marketplace or Medicaid—many patients qualify for help. Would you like me to connect you to someone who can go over this with you?”
