Counsel and Risk Management Specialist

Sarah TheophilusSarah's main responsibilities include providing in-house counsel to CHAD’s Board of Directors and staff members as well as advice to CHAD member health centers.

She negotiates and reviews legal documents, uniform contracts, policies, and other templates for CHAD’s member health centers and designs and implements trainings. In addition, she conducts policy analysis and drafting of legislative proposals on behalf of CHAD and the community health centers the association services.

Sarah received her Bachelor of Science degree from Northern State University in Aberdeen, South Dakota, and her Juris Doctor degree from the University of South Dakota School of Law in Vermillion, SD. She is licensed to practice law in both North Dakota and South Dakota, is active in the South Dakota State Bar Association, and currently serves as president-elect of the South Dakota Young Lawyer’s Section of the State Bar of South Dakota.

She is also serving as the District Representative to the American Bar Association for South Dakota and North Dakota. In this capacity, she is the Disaster Legal Services contact for FEMA for both North and South Dakota.

Her organization memberships include the South Dakota Bar Association, North Dakota Bar Association, Second Circuit Bar Association, Second Circuit Women in Law Association, the American Bar Association, and the American Health Lawyers Association. Sarah is also a member of the American Bar Association Health Law Breast Cancer Task Force.
